In the beginning of Eicha we hear the story from Yirushaliym's side. Yirushaliyim says that her enemies abandoned her, her children left her, and her possessions were taken. She has been destroyed and is now alone. Yirushalyim makes us feel sympathetic for her. Than the narrator comes in and explains everything from their side. The narrator says that we should not feel sympathetic because Yirushaliyim caused this for herself by sinning.
In Pasuk 12 Yirushaliyim begins blaming G-d for her pain. She does this out of pain and anger. She begins to slightly acknowledge the fact that she did sin, but she still blames G-d for not taking responsibility. Yirushaliyim finally begins to confess to sinning. Yirushalyim even says that G-d is good for what he did.
